The project
Location: corner of Station & Henry Sts, Penrith on Dharug Country
The Artefact team helped to create a vibrant public space in Penrith, enriched by the area’s rich heritage.
Artefact worked with JMD Design and Penrith City Council to deliver Aboriginal and historic heritage assessments for the City Park development in 2020. By evaluating the project's potential impacts on nearby heritage-listed sites, our team helped inform the design process and support approval for a vibrant new public space while safeguarding the area's cultural and historic significance.
Due to the nature of the site being in the vicinity of three listed heritage items, our expertise was sought to evaluate the proposed works and assist in ensuring the integrity of the surrounding area.

Heritage solution
In June 2023, Artefact was engaged by Council to provide an addendum to the approved HIS submitted with the proposal development application to support a new s4.55 modification. The modification proposed to remove the raised garden bed, facing Station Street and interpret it in-situ.
Our expertise was sought to evaluate and advise on the proposed modification works and in-situ heritage interpretation works for the raised garden bed.
Outcomes
We assessed that the site would have nil potential to contain locally significant archaeological remains and would only result in neutral physical and minor visual impacts to the listed heritage items in the vicinity.
We identified that, although unlisted, the John Price & Son funeral home had potential for local heritage significance.
As this item was proposed to be demolished, we provided recommendations to archivally record the item and salvage selected materials.
With the help of our documentation, Council granted approval subject to conditions for the park works. With the help of our heritage advice playing a part in the collaborative multi-disciplinary project, the new park works were successfully carried out and satisfied Council’s conditions.
