Artefact Heritage and Environment provided the Review of Environmental Factors environmental assessment of the Bulgandry (Road) Aboriginal Art Site Carpark upgrade works for NSW National Parks and Wildlife Service.
The Bulgandry Aboriginal Art Site carpark upgrade involved asphalt seal upgrading of the car parking area, and the access and egress roads from and to Woy Woy Road, and stormwater drainage improvements.

Review of Environmental Factors to NSW National Parks & Wildlife standard
Solution
The REF included background literature and best practice standards review, and assessment of all environmental aspects associated with the upgrade proposal within the National Park environment and surrounds. The REF considered the potential for protected flora and fauna, and ecological community impacts, heritage impacts and other natural resource impacts associated with construction, use and maintenance and provided appropriate impact mitigation measures. The REF was prepared using NSW NPWS REF template document and in accordance with the best practice guidelines outlined in Guidelines for Division 5.1 Assessments (Department of Planning, Housing and Infrastructure, 2022).
Outcomes
Through the comprehensive assessment of the environmental aspects of the upgrade project and the development of effective mitigation measures, the Review of Environmental Factors REF provided NSW National Parks and Wildlife Service with the assurance required to approve the project.
NSW NPWS, Central Coast area, secured funding for the Betterment of Bulgandry Road under the Regional NSW “Infrastructure Betterment Fund (IBF)”. The upgrade achieved the requisite improved resilience or ‘Betterment” of the Carpark to future national disasters. Allowing it to continue to function and remain in service through events that would have historically forced its closure or caused an unplanned period of non-operation.
